Marks and grades are not interchangeable

The IPPC mark, an accredited treatment program, treatment records, domestic customer specifications, and informal Grade A/B labels have different owners and meanings.

Zoning, fire access, stormwater, solid-waste handling, tax, employment, equipment, permits, fees, and processing times depend on current facts and primary authority.
